Guys -

For the past several months, I've had problems with keyboard scanning in 
DOSEmu. Specifically with NASCAR Racing 1999 Edition, I use the keyboard 
during the race which naturally requires constant activation of the 
arrows on the keypad. NASCAR Racing simply doesn't respond to key 
movement properly if at all. The game will occassionally respond to key 
input, but NASCAR Racing simply does nothing with the depressed keys 
most of the time. I've tried switching the keyboard layout from "auto" 
to "us" with no success.

This is the problem that was most likely
already fixed in 1.3.2:

Now since you haven't specified your
dosemu version, nor the environment
you are running dosemu in (X or console),
you can't count on any conclusive suggestions.

I was using CVS as of the date of my e-mail so DOSEmu is fairly current.  ;-) 
Right, I forgot to mention that I was attempting to run NASCAR Racing 1999 Edition via the console.
Currently, I haven't attempted to run this game in X as I typically run most of my games via the console.

If you need more info, let me know. I can't get to anything further before this Thursday, the 15th Sep.

In this case you also forgot to mention
whether or not you have enabled the
$_rawkeyboard thing. Also, there is now
more than one way to run the game on the
console. I assume you are using the old
way ($_console=(1)) rather than the new
SDL-over-FBcon method?

You should try and see if that makes any
differences. Will help to locate the problem.

If that looks like a bug, your best bet would
be to fill the bug-report at SF and provide an
URL where the game can be downloaded for the
testings.
