DOSEMU from svn, revision 2060, fails to build here:

It look like Bart is working at some enhanced version with general
charset conversion ;)
Comparing with Makefile from older version, it seems as is shall be
enough adjust it as:

There was indeed a proof-of-concept using iconv file lying around
there from 2006 but I never got around to finishing it.
