Errr, thanks, I think!
We have five computers that are identical except for the version of dosemu:
3 are running dosemu 1.2.x
2 are running dosemu 1.3.x
The ones running 1.2.x work properly in full-screen mode,
the ones running 1.3.x go out-of-range in full-screen mode.
So I think it is a dosemu thing, not an xorg thing.
