know what the good options are for systems which need to run without a
fan. We have some AMD K6-2's 450s that perform quite well, but require a
fan, though I've heard that the 250s can be used fanless. Has anyone had
some good (or bad, so we know what to avoid) experiences they could share?

a K6-2 400MHz running at 333MHz without fan but a passive hatsink will
do fine.
we did a linux core system for a distributor who is selling thousands of
them a year.

The K6-3e is faster and dissipates even smaller amounts of power- a very
nice chip. We're in the process of testing a board that has one of these
on it with a VIA MVP4 chipset. Insane levels of integration :-)
