Update the TODO list and 'latest CVS' Changelog. The latter is getting quite
long - perhaps I should make a release? But there's always just one more
thing I want to get working, before I do so. AnonCVS isn't difficult to use -
there are instructions on the web page the can be cut and pasted by
anyone. I'll hold off for a while yet.

Change wording of design aims slightly. More an excuse to test the new cvs commit mail.
Now it closes the pipes to 'cvs server' before forking and exec'ing /bin/mail, so 
Exim doesn't keep the cvs server pipe open while it's delivering mail to the whole list.
