One line was altered when I pasted it into Thunderbird.
lame -h $HOME/TEMPRIPPER/track${TRACKNUM}.cdda.wav
$STARTING_DIR/"$TRACKNUM - $ARTIST - $TITLE.mp3"
^ should have been on it own line.
