Here is what happens when I try that:
git push github :rcu/next
Username:
Password:
error: unable to push to unqualified destination: rcu/next
The destination refspec neither matches an existing ref on the remote nor
begins with refs/, and we are unable to guess a prefix based on the source ref.
error: failed to push some refs to 'https://github.com/paulmckrcu/linux'
So what am I missing here?

Yep, that is the one! And yes, not hugely different than the last
rcu/next from the kernel.org -rcu, but Linus seemed to be rather serious
about pull requests having been exposed to -next testing. ;-)

Can't you just do a (forced) push over and over again without removing

OK, I pushed a small update to one of the commits, this time to branch
rcu/next, again at https://github.com/paulmckrcu/linux.
I guess that the acid test is the next time I update. ;-)
