There are multiple issues:
* riscv enables -fno-omit-frame-pointer unconditionally for PERF_EVENTS
* CONFIG_FUNCTION_TRACER w/o dynamic ftrace enables -pg, which pulls in
-fno-omit-frame-pointer on riscv.
