Add EXCHGID4_FLAG_BIND_PRINC_STATEID and EXCHGID4_FLAG_MASK_PNFS from RFC 5661.
Update EXCHGID4_FLAG_MASK_A and EXCHGID4_FLAG_MASK_R accordingly.
