Thanks for your help, that pointed me in the right direction.
/proc/mounts shows the root filesystem as /dev/root, which doesn't
exist. If I make a symbolic link /dev/root pointing at /dev/sda2 then I
can start nilfs_cleanerd.
Now I just need to craft a udev rule to make that symbolic link and 
start nilfs_cleanerd.
