Commit 982e617a313b ("encrypted-keys: remove trusted-keys dependency")
removed the dependency on trusted keys.  masterkey_trusted.c should
only be included if "CONFIG_TRUSTED_KEYS" is enabled.  Is
CONFIG_TRUSTED_KEYS enabled?
