dsp_common.c will always be compiled if dsp/ is entered.

However arch/arm/plat-omap/dsp is only entered when CONFIG_OMAP_DSP is
set; arch/arm/plat-omap/Makefile has:

obj-$(CONFIG_OMAP_DSP) += dsp/ mailbox.o
