Make it clear that this option is only meaningful when SMP is enabled. Otherwise, there exists "WARNING: unmet direct dependencies detected for GENERIC_IRQ_EFFECTIVE_AFF_MASK" when make menuconfig if CONFIG_SMP is not set on LoongArch.
