[PATCH] pci: use kstrtobool over ad hoc string parsing

Convert ROM read access enable/disable string parsing to use the
`kstrtobool` function.

This fixes Bugzilla Bug 111301 -- Sysfs PCI rom file functionality does
not match documentation.
