Use the newly introduced ->use_arch_sysdata to tell PCI core, we still
use the arch-specific sysdata way to set up root PCI buses on
CONFIG_PCI_DOMAINS_GENERIC=y architectures, this is preparation fo
Hyper-V ARM64 guest virtual PCI support.
