Move ALi-specific PCI quirk handlers from drivers/pci/quirks.c to
arch/x86/pci/fixup.c:
- ALi M1647/M1651 AGP DMA workaround (quirk_alimagik)
- ALi M7101 southbridge ACPI/SMB IO region decode (quirk_ali7101_acpi)
