Silences the checker:

  Warning: Kernel ABI header at 'tools/include/uapi/linux/bpf.h' differs from latest version at 'include/uapi/linux/bpf.h'

The 90caccdd8cc0 ("bpf: fix bpf_tail_call() x64 JIT") cset only updated
a comment in uapi/bpf.h.
