tldr; Just FYI, I'm carrying this on the perf tools tree.

Full explanation:

There used to be no copies, with tools/ code using kernel headers
directly. From time to time tools/perf/ broke due to legitimate kernel
hacking. At some point Linus complained about such direct usage. Then we
adopted the current model.

To pick up the changes in these csets:

  5ca243f6e3c30b97 ("prctl: add arch-agnostic prctl()s for indirect branch tracking")
  28621ec2d46c6adf ("rseq: Add prctl() to enable time slice extensions")

That don't introduced these new prctls:
