commit 2b386d50e0a3a5183371e47d0b4d4b3c1f5d09e8
Author: Inochi Amaoto <inochiama@gmail.com>

doc: phy: Document some bulk helper functions

Document newly added bulk helper functions that can be used to manage
a set of PHYs automatically. This simplifies the management of multiple
PHYs for drivers.

[Severity: Low]
Is it appropriate to include links to out-of-tree patches in the permanent
kernel documentation?

This type of historical context and reference to unmerged code generally
belongs in the patch commit message or cover letter, rather than the
official API documentation.
