Maybe you can use the gpio-fan driver in the kernel.  See
Documentation/devicetree/bindings/gpio/gpio-fan.txt and
drivers/hwmon/gpio-fan.c .

No, you don't need another thermal zone.

Converting the driver to device tree is the best option if all
existing users can be converted as well.
