Sorry I should have explained better. CPU Frequency goes down to around 400MHz
when using the AMD p-state driver as you can see in the info from cpupower.
Running anything is slow and takes a long time. This isn't the case when using
acpi_cpufreq.

You're using the "powersave" governor which keeps the CPU at the lowest
performance at all times.

Please switch to ondemand or schedutil

Is this change intended then? Powersave mode in acpi_cpufreq wasn't this
lowest. I'd like to save battery since I'm on a laptop.
