I tried mdadm 3.2.3 again with mdmonitor service restart, the spare group function is OK now. Mdadm v3.1.3 still can't work.

Can you try mdadm 3.2.3 please (or is that what you meant?).
Better still, try the current git version:

  git clone git://github.com/neilbrown/mdadm
  cd mdadm
  make
  make install
