[PATCH] management: update libraries version information

[PATCH] management: update libraries version information

Update libraries version information. Since last management release
APIs were changed in:

- libibnetdisc
- libibmad (backward compatible)
- libibumad
- libosmvendor

And only internal changes in:

- libosmcomp
- libopensm
