I guess there should be also check for rate1 >= IB_MIN_RATE
Don't you want to add CL_ASSERT macro here?

Shouldn't it be for (i=1; i <= IB_MAX_RATE; i++) ?
For ib_path_rate_get_next(rate = 5Gbps), you'll get 0, instead of 2.5Gbps.
