Because you're also limited by the size of the rq_pages array, which is
determined by RPCSVC_MAXPAGES, calculated from RPCSVC_MAXPAYLOAD.
(Actually you probably want RPCSVC_MAXPAYLOAD, not MAXPAYLOAD_TCP.)
