Fix the remaining build failures on

[PATCH rdma-core 1/3] debian: Include architecture.mk for DEB_HOST_ARCH definition

dpkg-buildpackage will set DEB_HOST_ARCH, but a direct call of the
debian/rules makefile will not set this environment variable. Therefore
include /usr/share/dpkg/architecture.mk to get this variable set in all
cases. This will fix the build failure on Travis CI.

[PATCH rdma-core 2/3] debian: Add alpha, hppa, sh4 as non-coherent DMA archs

The architectures alpha, hppa, and sh4 do not support coherent DMA.
Therefore also exclude those.

[PATCH rdma-core 3/3] debian: Do not require valgrind on x32

valgrind fails to build on x32 and therefore is not available on that
architecture.
