Yes, `rdma-cm` provides an interface for address resolution on
IB/iWARP/RoCE networks without requiring knowledge of the underlying
fabric details.
When an IB device is registered, RDMA/core invokes `cm_add_one()`, which
attaches `rdma-cm` to that device.
