Is QP type IB_QPT_RAW_ETY intended to provide a raw Ethernet service for 
sending/receiving Ethernet frames?

It allows encapsulating Ethernet frames within an IB link packet.  I'm not sure
if any hardware supports this.

It's the ancient "raw ethertype" QP type from the IB spec.  I don't
think anyone ever really implemented it or used it.
