Shouldn't end field vary based on whether cap mask indicates NoIETF
support or not ? In the case of NoIETF support, it should be
IB_PC_EXT_RCV_PKTS_F.

Shouldn't the reset mask vary based on whether cap mask indicates NoIETF
support or not ? So something like:

		else
			mask = 0xFF;
