[PATCH] dt-bindings: power: Add SiFive Domain Management controllers

SiFive Domain Management controller includes the following components
- SiFive Tile Management Controller
- SiFive Cluster Management Controller
- SiFive Core Complex Management Controller

These controllers control the clock and power domain of the
corresponding domain.
