I believe Andrew was really just hinting to something like (from
arch/arm64/):

where the __cmpwait_relaxed() would issue NOPs without Zawrs, a
sequence "lr.* ; beq ; wrs.sto" otherwise. (with the "dangling
reservation" when we branch, similarly to CMPXCHG)?
