Because we change wait_queue_head_t::lock to rt_mutex.
And for rcutiny, rcu_kthread_wq() is waken in IRQ.
Maybe we can try to use simple_wait for rcutiny or move the
wakeup of rcu_kthread_wq() to rcu softirq.
