[PATCHv6 15/23] scsi_dh_alua: Add new blacklist flag 'BLIST_SYNC_ALUA'

Add a new blacklist flag BLIST_SYNC_ALUA to instruct the
alua device handler to use synchronous command submission
for ALUA commands.
