[PATCH 10/54] libfc, libfcoe: FDISC ELS for NPIV

Add FDISC ELS handling to libfc and libfcoe, treat it the same as FLOGI where
appropriate.

Add checking for NPIV support in the FLOGI LS_ACC service parameters.
