Link startup becomes unreliable for Intel Alder Lake based host controllers
when a 2nd DME_LINKSTARTUP is issued unnecessarily. Employ
UFSHCD_QUIRK_NO_LINK_STARTUP_AGAIN to suppress that from happening.
