As of commit a521422ea4ae6128 ("ARM: shmobile: mackerel: Remove Legacy C
board code"), the Renesas SuperH FLCTL driver is no longer used on ARM
SH-Mobile SoCs. Restrict the dependencies, unless compile-testing.
