Change location of dma-register.h so it can be used as #include
"dma-register.h" instead of the old style #include <mach/dma-register.h>.

 This DMAC header and the DMAC abstraction needs a rework, badly.
 It is also not specific to ARM so it is a mystery to me why it ended
 up under arch/arm...
