Move the whole calculation of conditional expressions' constness flags
to the evaluation phase such that expressions like

  0 ? __builtin_choose_expr(0, 0, 0) : 0
  0 ? 0 : __builtin_choose_expr(0, 0, 0)

can now be recognized as qualifying as integer constant expressions.
