[PATCH mm-unstable v18 12/14] mm/khugepaged: avoid unnecessary mTHP collapse attempts

There are cases where, if an attempted collapse fails, all subsequent
orders are guaranteed to also fail. Avoid these collapse attempts by
bailing out early.
