At least this shows a similar issue we fixed for Barlow Ridge.

I don't have Titan Ridge host here so cannot try to repro but I wonder if
you could still try with CONFIG_PCIE_PTM=n and see if that changes
anything? Of course assuming you get the Linux installation working again.
