Convert the orion_wdt driver to the watchdog framework API.

Hi Andrew, Jamie and Mike,
I sent this patch a few weeks ago, but seems nobody testing it.
I found you are the last one touching this file.
So I re-generate my patch against current linux-next tree.
Maybe you can hep to test this patch on your hardware.
