Indeed, you can add them as "siblings" (to other interfaces) or to the
parent "phy" device with iw:

	dev <devname> interface add <name> type <type> [mesh_id <meshid>]
	phy <phyname> interface add <name> type <type> [mesh_id <meshid>]
