Fixes occasional urb submitted while active.
Even thought the fMP_CONTROL_WRITES/fMP_CONTROL_READS flags
are cleared in the return context urb->hcpriv is not NULL.
check for hcpriv and return STATUS_FAILURE if not NULL.
