Remove sTimerTxData 10 second timer which triggers PSbSendNullPacket
every 40 seconds when bLinkPass == true.

Move the 40 second timer to the existing BSSvSecondCallBack
one second delayed workqueue and trigger every 40 seconds when
bLinkPass == true.
