[PATCH 1/6] wireless-regdb: Update regulatory info for Iceland (IS) on 6GHz

CEPT ECC/DEC/(20)01 of 20 November 2020 on the harmonised use of the
frequency band 5945-6425 MHz for Wireless Access Systems including Radio
Local Area Networks (WAS/RLAN), which [2] defines

 - LOW POWER INDOOR (LPI) DEVICES
   * Restricted to indoor use only
   * Maximum mean e.i.r.p. 23 dBm
   * Maximum mean e.i.r.p. density 10 dBm/MHz

 - VERY LOW POWER (VLP) WAS/RLAN DEVICES
   * Indoors and outdoors; Use on drones is prohibited
   * Maximum mean e.i.r.p. 14 dBm
   * Maximum mean e.i.r.p. density 1 dBm/MHz

Iceland has implemented on 02-06-2021 [1]. The implementation is through
reference in the National Table of Frequency Allocation [3].

The Hashemite Kingdom of Jordan, Telecommunications Regulatory Authority
issued pursuant to the provisions of Articles (12A) and (22) of the
Telecommunications Law No. 31 of 1995, as amended. [1]

The effective radiated power (EIRP) of devices used in local radio computer
networks must not exceed the following values:

 - 2400-2483.5 MHz: 100 milliwatts (20 dBm)
 - 5150-5350 MHz: 200 milliwatts (23 dBm)
 - 5470-5725 MHz: 1 watt (30 dBm)
 - 5725-5875 MHz: 200 mW (23 dBm)
 - 5925-6425 MHz:
   * 25 milliwatts (14 dBm) (for outdoor and portable devices)
   * 200 milliwatts (23 dBm) (for devices operated indoors only)

You removed DFS for 5250 - 5350, but kept it for this band. Any
references for either way?

Please extend this range to 5730, so that 160 MHz operation is actually
possible. See TW region for reference.

Also, for the 5 GHz and 5.8 GHz ranges, TPC is required. If we reference
ETSI EN 301 893, TPC requires being able to reduce TX power by up to 6 dB.

Not sure if it makes sense to just lower the power limit by 6 dB to
conform though. If not then these bands are not usable.

The reference also says to follow ESTI EN 301 893 for this range,
especially in regards to transmit power control. EN 301 893 specifies
reduced power limit of 27 dBm for devices that don't implement TPC.

And for the 5250 - 5350 range, TX power for devices without TPC are
limited to 20 dBm.

The reference classifies the 5470 - 5725 MHz and 5725 - 5875 MHz ranges
as indoor use only.

Please also add the 60 GHz range: 57 - 71 GHz @ 10 W (40 dBm).

Last, the (translated) reference specifies that "All possible standards
and measures must be taken by activating interference reduction techniques",
including DFS and TPC, and "Devices that do not support interference reduction
techniques are dealt with according to the technical standards issued by
European Standardization Institute ETSI".

I take it to mean that DFS is required for bands 5250 - 5350 and 5470 - 5725.
