Add fw.h to define host command structures, NXP specific TLV types, and
related constants used for communication with the firmware.

Define host command IDs, result codes, TLV type values, and data
structures for command payloads and firmware events. Provide macros for
advertised firmware capabilities and feature flags.

Provide the foundational definitions for firmware interaction in the
nxpwifi driver.
