Add 5GHz band and mark 2.4GHz and 5GHz as NO-OUTDOOR according to
"Рішення про затвердження Переліку радіоелектронних засобів
та випромінювальних пристроїв, для експлуатації яких не потрібні
дозволи на експлуатацію" from 27 May 2010.

Update rules as follows as lowest common denominator:
        (2400 - 2483.5 @ 40), (N/A, 20), NO-OUTDOOR
        (5150 - 5350 @ 40), (N/A, 20), NO-OUTDOOR

All WiFi equipment can be classified as either Client, Master,
or Access Terminal. Client maps to STA or P2P-Client,
Master -- to AP, IBSS/Mesh node or P2P-GO, and Access Terminal
can be either Client or Master, but there is additional requirement
that it should be deactivated on request from authorities.
But at the same time Access Terminal can be used outdoor.
For Master device there is requirement for indoor-only usage.
Further, WiFi equipment is divided by 802.11n capability criteria.

Since regulatory maintainer does not understand Ukrainian,
there is little chance to get this patch applied.

IMHO this can be solved by:

* having official English translation of those document on gov.ua site
* provide patch by wlan chip vendor, confirmed by legal deparament of
  the vendor
* provide patch by some known Ukrainian kernel developer, someone
  who is know by regulatory maintainer and can be trust

There is really a little chance in this case. English translation is
absent for the referenced docs and I emailed UCRF several months ago
regarding terminology clarifications but got no response. Maybe there
are more chances with traditional mail or personal visit but I'd not
put a lot on that.

Regarding 2nd and 3rd cases I have no real assumptions at all. Anyway,
it would be better to know John's opinion by himself here.

This is always a problem and unlikely to be solved.

Legal department is not typically (directly) involved in this, but we
(Broadcom) have a regulatory department. However, there are OEMs
involved as well and some do their own FCC/regulatory certification. The
reason why I suggested adding references in the database is that I
wanted to get our regulatory department involved to validate at least
the correctness of the reference itself. Ideally, I would want them to
look at the rules itself.

I think John relies on community members watching the mailing list that
are affiliated with the chip vendors. Especially, when the url takes him
to some ukranian document :-)
