I found the thread
(http://itee.uq.edu.au/~uqwyin/publications/MSWiM2011) on Wei in's
proposed PID rate control algorithm patch for kernel 3.3.0. It doesn't
look like it's in the kernel yet (as of 3.12.11 anyway). What is it's
status? Is it upstream?
