Does this mean on sparc (using allmodconfig) you will get CONFIG_OF and 
!CONFIG_OF_ADDRESS? Does that makes sense?

btw. the OF_ADDRESS dependency was introduced by commit "bcma: get IRQ 
numbers from dt".
