[REGDB] Update for Costa Rica (CR) regulatory domain

Hello,

I am reporting an issue with the wireless regulatory domain for Costa Rica
(CR) in the wireless - regdb. The current rules appear to be overly
restrictive, causing significant performance degradation on modern Wi-Fi 6
hardware and devices using the 5Ghz band.

The issue:
When the regulatory domain is set to my country (CR), my Wi-Fi throughput
is capped at approximately 100 Mbps. When I manually set the domain to US
or other countries, I achieve my connection's full speed of ~600 Mbps.
 The information obtained from the command: iw reg get, displays how the
5Ghz bands are getting bottlenecked by their max bandwidth of 20Mhz while
apparently wifi 7 6Ghz has been updated.

Hardware info:
•Device: Linux desktop running Fedora 42, also tested on the latest public
stable(non lts )kernel using Arch linux
•Wi-Fi Adapter: TP-Link Archer T2OE (Realtek RTL8852AE)
•Kernel version: 6.15.9-201.fc42.x86_64

By [1], 40 and 80MHz channels are not allowed on 5GHz for CR, but there is
no reference to know if the limitation is removed now. 

Not sure if Jouni (Cc'd) can remember this.

As Avalon got comments from SUTEL (as attachment), I also found a public
link [1]. Then I'll prepare a patch for changes of bandwidth and etc
accordingly.
